Does anyone allow employees access “part” of HCM from their personal devices?

Summary:

Does anyone allow their personnel to access “part” of HCM from their personal devices, and then allow personnel their “normal” access while on the company network? If yes, how do you do it? Are we the first company in the world using Oracle Fusion HCM to ask for this capability?

Content (required):

We would like to allow our personnel to access Fusion HCM from their mobile/personal devices but with access to ONLY Personal Information.  No Manager Self Service, no approvals, no directory, no learning, etc.; only the ability to view and submit updates to their personal information.  We want “Employee” role to apply while ON company network, and “External-Employee” role to work when OFF company network.
