Default Assignment Rule to yearly on a specific date. However, if assignment is completed within 90 days prior to specific date, the due date will be the following year.

Content (required):

Our organization has an initiative assigned to a specific population for a course based on their position (not based on the person). The assignment becomes active 60 days prior to the due date. For new hires or transfers into eligible positions, they have 30 days for completing the assignment from their start date.

We would like to have the specified population to have an assignment due every year on May 31st. If the employee is assigned and completes it within 90 days (on/after February 28), their next assignment will not be due until the following May 31st. Is there a way to accomplish this?
