Calculating an Absence Rate for a Dashboard

I need to add our absence rate to a HR Dashboard.  This is calculated as Total Number of Hours Sickness / Total Available Hours.

We tend to use rolling 12 month figures.  So I'm using Workforce Mgmt - Absence Real Time to sum Duration for the time period.  However, when I bring back Normal Working Hours, it's only doing this for those people who've taken sickness leave.  I need to sum the Normal Working Hours (x52) for the whole population.  I've attached what I have so far.

Any ideas on how I can do this in a query so that I can link it to our Dashboard?
