Excluding Users from Training using Taleo Learn Objects

We have a particular set of 29 job codes that need to be excluded from a training they are assigned to (in a Learning Plan).
For each job code a Dynamic Group was created; one per job code. These groups are now mapped to a Job Profile.
Creating a Dynamic Group that includes the larger population, which is in a Job Profile, and "combining" it with this smaller Job Profile, using "And" of the "And/Or" buttons and with the Operator set to "Not Equal To" gets me the population of the larger Job Profile, when I am expecting the number to a number less than that. If the larger Job Profile has 11K users and the smaller one, 2.5K, I am expecting the resulting number of users to be around 8.5K to 9K or so, not a constant 11K.
