DoR - mass upload/ mass download

Summary:

Within our set up we grant our HR Admin community access to limited/ prebuilt/ published reports on OTBI/BIP. In addition to transactions on an EE record. However we have been looking at leveraging DoR as part of our suite to make it compulsory.

In order for this to be successful we wondered how we can enable HR Admin users access to mass load/download without having to grant them privilege's/permission that would enable them to access other features.
