Opportunity Marketplace - hide 'Create' button and 'Update you Interests' section

With 23B release Opportunity Marketplace is becoming the default substituting Current Jobs action. Given that we don't manage internal mobility, we'll give access to Opportunity Marketplace to our employees only to make referrals for external candidates. Therefore we need to make some changed to Opportunity Marketplace structure.
In particular we need to Hide the 'Create' button at the top right corner (see picture attached) and the green tab to 'Tell us about your interests so we can show you relevant opportunities - Update your interests'.
