Ability for a manager to delegate someone to handle transactions in their absence

Is there a way a manager can assign delegate?

I am pretty sure we saw this functionality several months ago in a demo for the Time and Labor module and that the functionality would span across HCM so Manager could assign someone to approve things like absence requests, timecards, promotions, transfers, etc.  I read on another post that this would be available in R13.  If so, can someone please share how to do this as we just moved to the new release.
