Who is notified by EDM when a request completes where there is not a NOTIFICATION policy in place?

In reading the documentation (https://docs.oracle.com/en/cloud/saas/enterprise-data-management-cloud/dmcaa/workflow_notifications_102x09d333da.html) its not clear who will get notified that the request completed if there is no specific notification policy.

I recall seeing that there have been two different ways EDM has determined who gets notified but I am not sure which is correct or if there is even a different method.

Method 1 - Any user that us explicitly specified in the workflow history
