Work in Process Issue from Consigned

We are setting up consumption rules for Work In process transactions where Consumption would be counted when stock is moved from Consigned to Regular subinventory. However, when the system is doing a WIP Material Issue out of Consigned subinventory, it's taking this as a consumption.

As per customer requirement, for implicit consumption, we are setting up consumption rules for Work In process transactions where Consumption would be counted when stock is moved from Consigned to Regular subinventory. However, when the system is doing a WIP Material Issue out of Consigned subinventory, it's taking this as a transfer. The system appears to be moving the material from the consigned sub-inventory to the store sub-inventory then doing the issue out. The transfer between sub-inventories seems to be what really drives the consignment consumption and not the issue.
