We need to create 1 role and assign to employee/CW ,who should be able to access all other employee

Summary:

We need to create 1 role and assign to employee/CW ,who should be able to access all other employee's personal info like Family and Emergency, Contact Info, Biographical info ,National Identifier, Document Record. Other than this nothing else he should access, how is this possible?
