How to configure expiration date/duration based submission control of Document of Records?

I have a need to control the submission of a Document of Record which is allowed for multiple occurances. The control should be duration based.

Also I have tried in Autocomplete for warning message, but there is no mechanism to compare existing DoR dates with the one being entered on the screen/UI.

For Example: DoR with From date- 1st may and end date- 30 June. Now we do not want to allow new DoR submission until 30 June only. On July 1st they should be able to submit. To compare the 1st may - 30 June to the value being entered on new DoR UI page is not feasible.
