Can non-workers enroll in the Donation Plan?

Summary:

We need the ability to create a shared/pooled donation plan.

1.The donor initiates the donation and forwards it to a pooled donation plan.

2. When an employee wishes to use the donation plan, he or she should notify the manager, and the manager will transfer the PTO balance to the employee.

Because pooled donation is not supported by Oracle, we intend to create a non-worker and use it for pooled donation. We created a non-worker and enrolled in the accrual absence plan, but we are unable to enroll in the donation plan.

Please let me know if there is a way for non-workers to enroll in the donation plan.
