Single Approval Routing is getting skipped if Approver is not found

Summary: Single Approver Action is getting Skipped

Content (required):

Below is our setup done to route approvers

Lease and Fixed Asset Accountant is coming from Action 1

Replenishment Analyst is coming from Action 3

Remaining 2 approvers are coming from Action 2

Requisition Approval is skipping Action 2 i.e Cost Centre Managers approval skipped

This is happening because we have not set up for cost center manager defined.

However , we expect if approver for Cost Center Manager is not found , approval engine should error out and not skip.

How can we achieve same?
