Restricting the offering based on offering type, affecting the course visibilty

Summary:

We created a custom role, which restricted the offering based on the offering type(ILT & Blended) using manage database resource. This was working correctly, but we are not able to view courses even when there is both manage and view access for courses is added for our role. Have anyone faced this issue, please let us know how to overcome this. I have also attached the code snippet which we used to restrict the offering.
