Loading Worker address using HDL without county information

We are trying to get the new hires imported from Taleo into Oracle Cloud using custom integration and running into a problem. It is not possible for Taleo to send the county information and when we are calling the HDL to load data into Oracle cloud, it is erroring out stating - "State, county, or city components of the address are missing. Verify the setup of the home and work address.". I don't think we can skip the address validation since that is important for Payroll. Wanted to check is there any way to get the data loaded into Oracle
