Is it possible to not have a target for a characteristic that is Character LOV in a inspection plan?

Summary:

At the time of inspection plan creation, we have a character based characteristic (Example Color), There is no rejection based on what color it is, it is being used only for record purpose. The inspection plan has made the 'target' field mandatory and to choose any one color out of the LOVs. What can be done in this case.
