What's the function of Track Time flag when adding a resource?

Do we have any place where we can verify what is the functionality behind this flag? It doesn't seem to exist any reference to it in the documentation.

Is there any relation with the ability to restrict timecard entries from team members only, if enabled in the OTL template? Or is just being a team member enough?
