Can I create a Groovy template incl designed prompt and groovy rule to use it in data forms?

I've tried to build a template incl groovy rule in FCCS. There is a step by step manual from Oracle for Planning. At the end the template incl rule hast to be deployed and the business rule will be available to select in a data form.

My problem is there is no deploy button in FCCS (like in Planning) to deploy the rule from a template. So I can not deploy the template (only save) this ends up with no available business rule in my data forms.

Has anyone an idea?
