Usability of "Action required" tab under workflow of Method - Transaction Matching only

Summary:

Under workflow tab of profile creation, there is option wherein all the preparers are required to submit the reconciliation for completion of reconciliation at preparer level. However, this functionality seems not to be working for TM . Hence needed an example for use of such option available under profile creation.

While creating profile for Transaction Matching only, under workflow - I kept the option "Action required: by All preparers"(Preparers assigned as Team) to check the use case of the same. But while moving transaction from suggested to confirm match, it did approve the action even though none of the other preparers have not approved of it. So, what is the use case of such feature - "Action required: All preparers" under Transaction Matching only method.
