23A: Renewal Course Versus Non-Renewal course (one-time completion)

How to trigger renewal records when changing a non-renewal course to a renewal course?
Content (required):
I needed to update the initiative details for two courses. The first course was already an existing renewal course, and I changed the details of the renewal and the records did reconcile with the new renewal duration which I believe came out of 23A.
However, I had another course, which was a non-renewal (one-time completion only) which I changed to a renewal course with an annual renewal by updating the initiative details. I was hoping the renewal records would have generated for existing learners with completions.
