Learn Specialist role

User assigned with only Learn Specialist role is not able to see 'My Workforce > Learning'Content
Hi,
I am facing a challenge in terms of defining the learn specialist role. If a user has only employee role and we assign standard or custom learn specialist role, he is not able to see access any of the learn specialist functions. Neither is 'Learning' found under 'My Workforce'.
Now, the moment I assign any custom role which is based on standard HR Specialist role, the user is able to access Learn under My Workforce.
Is this the desired functionality? I expect that irrespective of any roles applied to the user, if I assign the learn admin role, he should be able to access the learn admin functions.
