How does delegation work?

Once the delegate is set up how does the delegate access the transactions to take action?

I figured out how a manager can set up delegates, but once that happens how does the delegate get access to the transactions to approve?  Will they just receive an email notification (and it also appears in their bell icon) to approve or reject?  Is there another way they can get to the transactions?  Also, if they are a delegate for promotions and transfers do they also have the ability to initiate one of those transactions?  If so, how would they get to the employee record to start the process?
