Can we reflect future transactions in Termination Notification?

Is there a way on how future transactions can be reflected in the Termination Notification so that HR does not approve a termination if the staff are moving on to another assignment?

For example, employee 1 is moving on to another assignment, but HR received a termination transaction for approval for this employee. The HR should be able to see in the Termination Notification that this employee is moving on to another assignment before approving the termination.
