How to restrict administrator access in VBS that is provisioned with SaaS

We are in the early phases of rolling out VB Studio that is provisioned with SaaS to our functional and technical consultants. Our VB Studio is linked to our SaaS development environment, where many consultants have IT Security manager role in Fusion SaaS. We find that the consultants could add Application Administrator role to themselves in Fusion SaaS and gets Project Administrator access in VB Studio. This lets them create new projects, delete projects, delete git repo, change project ownership, group membership etc. This raises concern since the code can get accidently overwritten/deleted/deployed to other environments.
