Project budget cost control for every level and not excessed that level and above level budget

We have business requirements in Oracle Project Financials Cloud , please help with your Ideas

1 Sub-Project Association – With Budget & forecast control

2 Sub-project association for the Parent Project and Child Project,       

Every parent project having Top Level -Parent Project: (Budget 1,000,000) ==> under parent project chilled projects, that project having also Middle Level - Child Project: (Budget 5,00,000) ==> under budget we having the few more chilled project, for Last Level - Sub -Child Projects also having (Budgets 1,00,000)

TOP Level  - Parent 1,000,000 (Budgets) ->

Middle level - Child 5,00,000 (Budget) -->

Last Level - Sub-Child 1,00,000 (Budget)--->

We give the budget control for every level and not excessed that level and above level budget
