Learning Withdrawl Approval Rules based on whether the Course has cost associated with it

Summary:

We are trying to configure Approval Withdrawl rule based on if Maximum and Minimum cost is not null then it goes for approval, but these are blank then it is auto approved. The rule is not working when using the below attributes in the condition. HErewith attaching the Diagnostic Report
