Duplicate check for Summary Resource Alert notifications

Hello Experts,

Are there any special considerations for enforcing duplicate check for summary notifications?

For example, we have a requirement to create a summary notification alert that will be triggered to learners once a week for learning assigned to them in the last 7 days that is not yet completed

If the alert is run twice a day (once in US morning time, and once in US evening time - to ensure coverage for enrollments in different time zones), how can I ensure duplicate notifications do not go out?

Stop duplicate messages set to 1 day or 2 days still sends duplicate message when the alert is run more than once in a day?
