Approval Workflow setup for Promotion task where Approver is also Requestor

Summary:

Hi All,

I need to configure Approval workflow setup in such a way if Approver is requestor also then it should be auto approve or else it should go to HR admin.

I have already tried to use below code but it is not picking role condition. Approval should go to Line Manager (1sr Approver) and then to HR Admin(2nd Approver), But if HR admin submits the transaction then it should be auto approved.
