Third Party tool to assign user roles and data sets

We are looking for third party tool where we wanted to integrate our ticketing system (Cherwell) to this tool where it can assign the roles and data sets to users.

Auto provisioning is used for certain job codes and positions, but there are many random users who needs roles and data sets. We wanted them to automate it.

Let me know if anyone is using such a tool where the roles and data sets are assigned through it.
