Changing notification from warning only to preventing to continue with transaction

Summary:

Is it possible to change the notification (see screenshot) from a warning type to a type that will prevent the HR person to continue with the transfer before the other change is either resolved, passed, or deleted? Right now, HR can continue the transfer, even if there is a future data change. However, this creates problems further down the line, also in integrations with SAP. Is it possible to prevent a transfer, when someone has a pending data change? Is there an option to do so, if this type of warning cannot be changed to a warning that does not
