Global Transfers stopped working

Hello,

 

Since R13, any global transfers appear to be failing. After submitting the user receives an email to say it was successful and in BPM it says transction complete but in Person Management there record is not updated.

 

In Transaction Admin Console the status In Progress with a red stop sign and no other message, we have raised an SR - anyone else experienced this?
