How to create customized exclusion rules on the system based on AOR?

In fact, we want to add area of responsibility based on business unit. However, the person to which this area of responsibility will be assigned shall have access to only its direct report in this specific business unit. We would like to implement this restriction using exclusion rules.

Is this possible or is there an alternate solution?
