Update Assignment and Salary using one HSDL

Summary:

We are in the process of consolidating our view of salary and assignment details through the Employment Info page and updating our change transactions ( Change Assignment, Transfer, Change Working Hours, etc) to include the Salary trainstop which will allow us to manually process assignment and salary changes in the same transaction.

One area we would like to consolidate as well are mass data changes through HSDL. Currently, we have seperate HSDL templates to update assignment data and another to update the salary. However, we would like to combine the templates into one so we can efficiently process these changes together.
