What is the best way to assign New Hires Learning without using Journeys?

Summary:

Learning Specialist do not have access to Learning Journeys. We would like to assign New Hires a set of Learning in the first 7 days, then first 30, 60 etc. So, they aren't so overwhelmed with eLearning.

Any suggestions on the easiest way to make this happen with the least amount of confusion? This would also need to be automatic.
