Is it possible to segragrate Contract management access only to selling or buying contracts?

Summary:

There is a 2-part business requirement to have users who create project contracts for billing to only be able to create and see Customer contracts. The other half of the requirement is for users who create procurement contracts to only be able to view and create Buying Contracts.
