Add a field under person legislative information

Hi there,

How to add a descriptive flexfield under Person Legislative Information for Taiwan? I tried to access 'Manage Descriptive Flexfields>Person Legislative Information' but the filexfield is reserved for Oracle internal use. 
How can I edit it?
