Transfer Time Cards to Payroll process ignores parameters

I navigated to this process by going to My Client Groups - Payroll - Submit a Flow. I set the Legislative Data Group to US Legislative Data group. I searched for the process: Transfer Time Cards to Payroll and I entered the parameters: From Date, To Date, Filter Mode of Person, and Person ID.

When the process completed, it had processed time cards that were outside of the From and To Date range. It also processed workers who were not the Person ID entered. Why did it ignore my parameters? Most of the time, the process seems to incorporate the parameters. Randomly, it ignores them.
