Why users assigned to a project as a project manager/team member are not able to see the project

Content (required):

1- Project team members/PM's assigned to a project don't have access to their projects in PFM, is this an expected behavior? If so, how can I give access to all users that were assigned as a PM on a financial project?

Example: I have a user assigned as a project manager and team member on a project in Manage Project Resources page. I tried to login with this user, went to Project Financial Management page but wasn't able to find the project he is part of. Then I added the same user data access to Business Unit and the project organization for Project Team Member role (it was the only role that got added on his profile), run the Import user and Retrieve latest LDAP processes, re-entered his account and still unable to find the project.
