Is there a way to run invalid mapping report with the power user access

Hello,

We are thinking of giving a user the power user access to be able to run the invalid mapping report in ARCS, navigating as follows.

Periods-->May-2023-->Import Data-->Invalid Mapping Report

But it seems the power user role with all the application roles granted doesn't appear to be enabled the "Import Data" functionality. Is there a way to enable this feature with power user access or Must the user be an admin to perform this task?
