Ability to Send Email Notifications to Individual Suppliers for Indefinitely Open Solicitations

Summary:

Is it possible to send auto-generated emails only to a selected set of suppliers? Is it possible to exclude Awarded Suppliers from receiving auto-generated emails from solicitation amendments?

Content (required):

Some of our solicitations are open for sourcing indefinitely as we are constantly looking for new suppliers. There is an issue now with Rewarded Suppliers receiving notifications when amendments are made to the solicitation. A notification makes sense for any suppliers looking to submit a response, or is in the middle of submitting a response, but raises questions when sent to Awarded Suppliers.

Is it possible to specify which suppliers receives an auto-generated email when a solicitation is amended? Or is there a way to manually generate and send an email to selected suppliers?
