Adding payment method charges 100USD instead of 1USD ?!

Summary:

When I just try to add my new credit card it asks for a payment which is over 100USD.. however oracle claims that they will charge from 1-5USD and later return the payment.. I have tried my 2 different debit card - visa and mastercard with the same 100USD payment verification price..
