Difference between transfer vs local and global transfer under transaction console

HI Team,

I see transfer and global transfer quick actions. But under transaction console, I see rules for transfer action and rules for local and global transfer. I referred the cloud book, Still I do not understand. I would to have a better understanding of different transfers and corresponding transaction rules which we have to use. Any help is appreciated.
