Can we assign the working hours based on the Location of the Employee

While we did suggest to have Working hours based on Legal Entity,our clients wants a system where we cannot control the working hours based on Location even if they are in the same Legal Entity . Is there a way to do instead of setting it at assignment level for each employee?
