How to customize the buttons that appear on the upper side of Oracle Application pages

Content (required):

Our purpose is to make our client UX more user-friendly by editing these buttons, in a way that lets them read them better. So we would like to change size, shape, and color of these buttons.

How can we do this? Do we need the Appearance tool or maybe Page Composer?
