User is not receiving HCM Extracts Notification

We've have configured a notification in HCM Extracts but user is not receiving
Content (required):
We are experiencing one issue with HCM Extracts Notification.
We have mapped to one user in the below navigation but it's not working.
For another client, this configuration worked.
Kindly let us know if we are missing anything.
Refine Extracts -> query the intended extract name
then click on 'Go to Task' icon and then click on 'Next' button
In this page, we configured with below
Owner Type = User
Owner - Selected the owner name/ email id
Sequence = 3
And checked Flow Task End Notification, Warning Notifiation and Error.
