How to create distinct approval flow for document of records creation

Hello experts,

when the employee creates a document of record under Me>Document of Records, the request for approval notification gets to the employee line manager.

However, if the employee line manager creates document of records for the employee itself, the approval notification goes to the line manager manager; while we expect the notification gets to the employee.

How could we differentiate these behaviors?
