Can Enterprise Project Structure be accessed without navigating to Setup and Maintenance?

Summary: Enterprise Project Structure is managed by the Business users in our Organization. For this reason, we needed to restrict access to EPS page through Setup and Maintenance and would like a page via PFM or PM tiles. Is there a standard navigation or can a custom navigation be defined to let business users land on EPS page bypassing the Setup and Maintenance
