Min Max with Transfer order and requisition

Summary:

Hi Team,

We have a requirement, If there is on hand inventory(subinv level) in other org it should create a Transfer orders, If there no inventory need to create a requisition to supplier. Please let us know if these is possible. Could please give the steps to achieve this?
