Lower TDS(WHT) Rates

Summary:

There is a requirement for setting up Lower TDS(WHT)Rates for India. For example, for 194J we have a 10% Tax Rate for a limit till 50000, more than 50000 is having a rate of 0.1%. I think we should use Rate Based Schedule, but the problem arises if we are going live in the middle of the year and there are already Transactions in the Legacy Appl, so when we start recording it in Oracle it will calculate it from fresh.
