Security Roles - Country Role vs AoR Role

Hi experts - I am trying to understand how we can limit our view to reports based on the Area of Responsibility (AoR).
Current State: We have a security role called "Service Desk Security US"; if you are assigned a Service Desk role, you are assigned the appropriate country. When I assign a security role to a report, if a report is for our US and UK partners, then I assign "Service Desk Security US" and "Service Desk Security UK" but would not assign "Service Desk Security CA". Users can only see the report if the right security is added, and then when they access the report, they would only see what they have access to in Fusion.
